Jessie Pennill, 34, a repeat offender with a longsheet was arrested on Wednesday at Madison Sq Park after attempting to nab two young children.

The woman according to reports is accused of picking up one of the children and then refusing to return them when asked by their carers. After failing to nab the 1-year-old, Pennill then made an alleged break for it with the opposite 2-year-old before being foiled by a quick thinking carer.
